municipalities across the Province, including the Municipality of Port Hope, face a major infrastructure funding shortfall due in part to inflationary pressures and the impact of climate change; and Whereas climate change has further created an increased risk of additional infrastructure failure that could result in impacts to the health and safety of the community, and significant negative impacts to municipal finances; and Whereas an additional levy dedicated specifically to addressing that infrastructure funding gap would help address this challenge and work towards closing the funding gap; Therefore, I would like to move that a dedicated levy of 2.6% be established in the 2023 budget and reviewed on an annual basis until such a point that the infrastructure gap is further closed, in order to specifically address the infrastructure funding needs required to mitigate the challenges of inflation and climate change and to move closer to meeting the needs identified through asset management planning related to core infrastructure.
